Petition to change k-9 neutering laws

Please comment on this post if you agree that the world needs more animals of every kind especially dogs. I believe we need laws to neuter mankind. People are going rabid and instead of needing to put rabid people down, we should just not procreate as much. I believe that new laws need to be enacted and old animal laws regarding neutering need to be revised. Less neutering and spaying of dogs and animals and more neutering of mankind. If this blog post gains some momentum, maybe I will go door to door and have a physical petition signed and send it to the right people. Tell me I'm not the only one that has ever thought of this. I know I am not, but I just want to gauge the popularity of this opinion.
